How Georgia Milestones testing works

The basics
The Georgia Milestones Assessment System (GMAS) is the Georgia Department of Education's accountability measure against the Georgia Standards of Excellence (GSE). Milestones is administered in Grades 3-8 each spring for ELA and math, plus science (Grades 5 and 8), social studies (Grade 8), and five high-school EOCs.
Achievement levels
- Beginning Learner (Level 1) — below grade level
- Developing Learner (Level 2) — approaching grade level
- Proficient Learner (Level 3) — passing, at grade level
- Distinguished Learner (Level 4) — above grade level
Proficient is the passing bar. Cut scores vary by grade and subject and are published by GaDOE after each administration.
The 20% EOC grade weight
Georgia law sets EOC assessment scores to count for 20% of the final course grade. This makes the Milestones EOC meaningfully high-stakes at the high-school level — a strong or weak EOC can shift a transcript grade by nearly a full letter.
